What heads would you considerer to use?

If you're looking to use just ARAH parts (with a little modification), might be able to do something with a T'Jbang head. It sports a cowl of sorts that could be turned into a serviceable batman head with a couple of "bat ears" thrown on.

Techy? Hmm....well, if you're looking for a more tech/futuristic look, how 'bout the Heat Viper V2. It has a more tech look to it and is cowl-like with the nose, mouth and chin showing. It even has a look reminiscent of batman "ears".
